DESCRIPTION OF DUTIES
Under the overall supervision of the Executive Director’s Office, the Procurement Officer will be responsible for providing procurement-related technical support to the Women Development Organization (WDO) for the implementation of the Islamic Development Bank (IsDB)–funded Technical Assistance (TA) Grant.
The scope of the assignment shall include, but not be limited to, the following:
1. Procurement Planning and Coordination
- Support the preparation, implementation, and regular updating of procurement plans related to the TA Grant, covering all consultancy packages across the different components of the project.
- Ensure that procurement planning reflects the sequencing, timelines, and technical requirements of each TA component and its associated deliverables.
- Coordinate closely with relevant WDO departments and project focal points to align procurement activities with project needs and implementation schedules.
2. Procurement of Consultants and Services
- Support the procurement process for individual consultants and service providers required for the implementation of the TA Grant, in accordance with IsDB procurement guidelines and agreed procedures.
- Assist in the preparation and review of procurement documents, including expressions of interest, requests for proposals, terms of reference, evaluation criteria, and draft contracts.
- Support the administration of consultant selection processes, including receipt of proposals, coordination of evaluations, documentation of evaluation results, and preparation of procurement-related submissions, as required.
3. Compliance and Documentation
- Ensure that all procurement activities under the TA Grant are conducted in a transparent, fair, and competitive manner and are fully compliant with IsDB procurement policies and procedures.
- Maintain complete and accurate procurement records and documentation for all consultancy contracts, in line with donor and organizational requirements.
- Support the preparation of procurement-related reports, updates, and documentation required for internal monitoring and for submission to IsDB, as applicable.
4. Contract Administration Support
- Support the administrative aspects of consultancy contract management, including contract issuance, amendments, and tracking of deliverables and timelines, in coordination with relevant WDO units.
- Assist in monitoring contract implementation to ensure alignment with agreed terms, deliverables, and payment schedules.
- Flag procurement- or contract-related risks, delays, or issues to the supervisor and propose corrective actions, as appropriate.
5. Coordination and Institutional Support
- Support knowledge transfer and institutional learning by contributing to the strengthening of WDO’s internal procurement processes and documentation related to donor-funded projects.
- Perform any other procurement-related tasks relevant to the successful implementation of the TA Grant, as assigned by the supervisor.

Functional Competencies
- Advanced degree in social sciences, gender studies, or a related field.
- Proven experience in conducting research on gender issues, particularly in the context of the Middle East and North Africa.
- Strong analytical and writing skills.
- Familiarity with qualitative and quantitative research methodologies.
- Experience working with civil society organizations and communities.
- Knowledge of the Palestinian context and its socio-political dynamics.
REQUIRED QUALIFICATIONS
Education:
An advanced university degree in business administration, human resources, or related field.
Work Experience:
10 years of experience in programme management on intergovernmental research-based projects.
Language Requirements:
- Fluency in English
- Fluency in Arabic and/or French are an added value
Other Essential Requirements:
Nationality of one of the OIC member states
