DESCRIPTION OF DUTIES
Within delegated authority, Bookkeeping Specialist will be responsible for the following duties:
- Work closely with the finance officer to assess general bookkeeping needs.
- Properly code and complete data entry of bank statements and other bookkeeping transactions for WDO.
- Support in the Process of month-end calculations, reconciliations, and journal entries for various balance sheet accounts;
- Update WDO digital files and scan all vouchers, and supporting documents.
- Ensure timely and accurate performance on assigned projects.
- Maintain compliance with project budgets, turnaround times, and deadlines.
- Performing other duties as assigned.
REQUIRED QUALIFICATIONS
Education:

University degree in finance, accounting, business management, or any other related field.
Work Experience:
- A minimum of three (3) years of progressively responsible experience in accounting\finance or related area.
- Proficiency in using Microsoft Office suite products, advanced knowledge of Excel.
Languages:
-
Excellent command of English and Arabic (spoken and written).
- French is an asset.

The newly established WDO will be the center of the gender equality architecture of the OIC and the aim of the Organization is to advance women in the Islamic world. It shall be concerned with everything necessary to meet this aim, in particular through:
- Spreading awareness of women's social, economic, political, and cultural rights and highlight the role of Islam in safeguarding the rights of women;
- Supporting member states in enacting the necessary legislations, laws and policies that support women's rights;
- Conducting research and studies and issuing books, reports,and publications that contribute to directing awareness of women's issues and achieving sustainable development goals related to women;
- Supporting national efforts by strengthening the capacities of government institutions, civil society organizations,and the private sector;
- Raising awareness of the importance of empowering women in leadership roles;
- Establishing an institutional mechanism and an observatory to follow up on women's issues, monitor successful experiences and practices, and disseminate them to member states;
- Implementing policies, directions, and decisions of the Organization of Islamic Cooperation in the areas of women's development and advancing their capabilities;
- Establishing and supporting projects relevant to sustainable development goals;
- Organizing conferences, seminars, and workshops in the member states that aim to enhance the role of women in society and raise awareness of their issues.
DESCRIPTION OF DUTIES
Within delegated authority, the Senior Finances Officer will be responsible for the following duties:
- Lead the preparation of the budget of WDO according to its Financial Regulations;
- Reviews and finalizes budget performance reports, analyzing variances between approved budgets and actual expenditures;
- Review the filing of the accounting records and ensure they are complete and correct;
- Ensure timely submission of financial records and files;
- Lead in the year-end statements;
- Evaluating and advising on WDO’s operations including expenditure trends, financial commitments and future revenues;
- Oversee the project financial filing system and files maintained by the finance staff.
- Lead the Development of financial performance indicators for the programs and activities of the organization in cooperation with the Department for Program, Policy and Inter-governmental Support;
- Coordinate with the Procurement officer to ensure the availability of funds for procurement requests;
- Lead the financial modules of the Organization's Enterprise Resource Planning (ERP) System;
- Performing other duties as assigned.

DESCRIPTION OF DUTIES
Within delegated authority, the HR & Procurement Officer will be responsible for the following duties:
Human Resources:
- Update the organization chart in accordance with its internal regulations and aligned with the budget needs;
- Prepare and update the human resources database in the Organization;
- Operate and manage the Organization's Enterprise Resource Planning (ERP) system;
- Execute the procedures for appointing employees, including announcing vacant positions, screening candidates organizing the necessary tests, then completing the appointment rationale and documents, and carrying out the appointment decisions and offer of employment;
- Initiate and update the payroll in cooperation with the financial department;
- Responsible of all Employees data archiving;
- Facilitate the foreign employee’s relocation;
- Design and execute performance appraisal process and report;
- Design organizational & Career Development strategy and effective Human Resource capacity building programs;
Procurement:
- Develop WDO procurement policies and procedures;
- Work with all WDO departments to determine procurement needs;
- Evaluate vendors based on their submittals, project guidelines and preset criteria to create a short list;
- Prepare and issue requests for bid packages to include accurate technical specifications and bills of quantities;
- Formulates strategies and designs innovative solutions to resolve issues/conflicts for complex procurement projects;
- Participates in negotiations with senior supplier representatives;
- Signs procurement orders up to the authorized limit, and, in cases where the amount exceeds authorized signature authority, prepares submissions to a committee for review and subsequent approval by the authorized official;
- Prepare contract documents to include the RFP, general and special conditions;
- Evaluate technical and financial bids to select vendors based on their technically acceptable offers and best value;
- Award bids to successful vendors;
- Document processes and hand over goods to counterparts;
- Work under the supervision of the Finance & HR Director to coordinate all procurement activities;
- Performing other duties as assigned.
Education:

Advanced degree in business administration, procurement or any other related field.
Work Experience:
- At least 10 years’ experience in Procurement or and HR;
- Deep understanding and knowledge of the general social, economic and political environment of WDO and OIC member States.
Languages:
- Fluent spoken and written English, and fluency in another WDO language is a must;
- Fluency of a third language is an asset.
Skills:
- Sensitivity to other’s point of view to influence behavior, change an opinion, or turn a situation around;
- Ability to run effective meetings, and facilitate group discussions to lead decision-making processes;

Background information:
A Strategic Partnership Plan between WDO and Islamic Development bank “IsDB” is taking place through a Technical Assistant (TA) project contributing in strengthening the institutional capacity of WDO to effectively realize its quadruple mandate that encompasses normative support and policy work, advocacy and outreach, coordination, and operational activities in the area of women’s empowerment. Through this TA grant operation, IsDB will support the WDO in the development of its new 4- year strategy and action plan, a policy/research paper for the promotion of women’s empowerment, a resource mobilization strategy, as well as capacity development activities for WDO staff. These interventions will be supported by the development of a fully integrated management and electronic archiving system to automate WDO’s business processes.
ThesuccessofWDOasanintergovernmentalorganizationreliesonguaranteeing sustainable support through the dedication of its member states, partners and stakeholders’ attention and action, and through the active engagement, dialogue and sharing of knowledge and experiences in different fields relevant to women’s needs.
The IsDB’s support to WDO, as the only specialized entity for women’s empowerment is a strategic step towards advancing the status of women in OIC-IsDB member states in the long run. It is also worth stressing that any technical support provided to the WDO is effectively contributing to the implementation of IsDB’s newly approved Women’s Empowerment Policy.
This technical assistance project is in line with the IsDB’s new “inclusive social development” strategic approach that has been mentioned several times in the Governors Roundtable during the IsDB 46th Annual Meeting in Tashkent, Uzbekistan and implements the guiding principle to “build capabilities in strategic pillars.” In addition,itcontributestotherealizationoftheOICPlanofActionfortheAdvancement of Women and of the IsDB Women’s Empowerment Policy and its Operational Strategy. As part of the partnership between IsDB and WDO, this TOR is developed to hire an experienced consulting firm local and/or internationalto support WDO in the development of the Enterprise Resourcing Planning (ERP) and Electronic Archiving system.
DESCRIPTION OF DUTIES
Main Objectives:
The consultant will conduct an independent review to:

Assess whether the ERP and Electronic Archiving System meets the functional and technical requirements outlined in the initial Terms of Reference.

Evaluate the implementation process, including project management, adherence to the timeline, and quality of deliverables.

Identify any gaps, risks, or deficiencies in the developed system.

Provide recommendations for improvements, corrective actions, and future optimizations.

Assess the capacity of WDO’s staff to use and maintain the system effectively.

Verify that the system has been properly integrated into WDO’s operations and is fully operational.
The consultant will undertake the following tasks:
Methodical Phased Approach:
This consultancy will follow a phased approach, corresponding to different ERP development stages. Payments and deliverables will be tied to specific milestones as outlined below:
- Modules Development Phase
- Review the ERP modules and compare them to business needs and processes provided through the requirements list.
- Identify missing features or misalignments between the system and WDO's operational requirements.
- Integration Phase
- Evaluate system performance and the alignment of all modules to ensure seamless data flow across the system.
- Detect any bugs or technical issues and recommend fixes to ensure optimal system functionality.
- Pre-Rollout Stage
- Identify potential risks that could disrupt operations after the system launch.
- Assess system reliability, security, backup systems, and overall readiness for deployment.
- Evaluate user readiness and the adequacy of training provided to WDO staff.
- Post-Implementation Stage (4 Months After Launch)
- Evaluate system performance and user adoption, gathering feedback from users and stakeholders.
- Provide a final evaluation report with findings and recommendations for continuous system improvements.

REQUIRED QUALIFICATIONS
The consultant must have:
- A minimum of 7 years of experience in ERP system evaluation, IT project auditing, or business process analysis.
- Expertise in ERP systems, electronic archiving, and IT governance.
- Strong knowledge of OIC systems, system integration, and organizational change management.
- Proven experience in conducting similar assessments for non-profits, government entities, or international organizations.
- Strong analytical, communication, and report-writing skills.
